Afrim Hoti, professor of political sciences at the University of Prishtina, has stated that the establishment of the Association of municipalities with a Serbian majority is a done deal, since according to him, the Kosovar leadership has also agreed to establish it.
Hoti stated on Wednesday on KTV's "60 Minutes" that Kosovo has been delayed in the implementation of international agreements, including the Association, and according to him, this has negative consequences.
"The association is a binding international agreement of 2013, confirmed in 2015 by the current leadership. On this basis in the political sense, the situation is clear that the Association will be established after the Kosovar leadership has given the 'amen' to the Association. I think we are late and any delay has negative consequences. We are late and show that we are irresponsible towards intercommunal obligations. If we act in this direction, the cost increases in terms of raising the degree of autonomy...", he declared.
According to the university professor, the bad side of the dialogue between Kosovo and Serbia is that the Kosovar government has been left without international support, and so far, according to Hoti, it has been "due to the lack of a constructive communicative rhetoric with the EU and the USA".
He emphasized that the European Union is powerless to push the two countries towards the implementation of the agreement, and he said that the parties have complicated the process.
"Not only from the EU, but also on other political fronts, the Association will be at the top of the agenda... If by extension we mean the removal of the police, then Kurti would be right since most of the police forces have been removed, but de-escalation is deeper, and this means that these citizens (Serbs in the northern municipalities vj) integrate into political life in Kosovo. In this direction, the EU is determined to push the process forward", he added.

Hoti further added that Kosovo currently has the most sensitive position in relation to Serbia, and this, as he said, is also due to the lack of coordination with the United States of America.
"Kosovo has the most sensitive and unfavorable position. Kosovo has never proceeded without coordination with the USA and in this regard we saw a very relaxed Serbian president".
