Hoti asks for a stronger hand of the state in implementing the measures (proposals)

The Prime Minister of Kosovo, Avdullah Hoti, has said that the hand of the state should be observed in the implementation of measures against the spread of the coronavirus.

In a meeting he had today with the Association of Municipalities of Kosovo, the Police, the Veterinary and Food Agency and inspectors at the central and municipal level, he said that the decision on new measures to prevent the pandemic is in the process of being approved, which will be completed today.

"The hand and determination of the state institutions in the implementation of the measures should be noted, and for this the situation and the responsibilities oblige us to act together and coordinated", said Prime Minister Avdullah Hoti, reports the Government Information Office.

The day before, he complained that the Police and inspectors are not implementing the Government's decisions to fight the pandemic.

Some of the Government's proposals for the prevention of COVID-19

• From July 30, all citizens of Kosovo who come from countries with a high risk of infection (Albania, North Macedonia, Montenegro and Serbia) are obliged to self-isolate for seven days in their homes/apartments.
• From July 30, citizens of Kosovo (with residence permit, temporary residence permit) who go outside the territory of Kosovo and do not return within 48 hours, are obliged to prove that they are healthy from COVID-19 by means of the PCR test, otherwise must self-isolate for seven days.
• All citizens of Albania, North Macedonia, Montenegro, Serbia and Bosnia entering Kosovo must have the PCR test. During the entry through the air border points, there is no need for PCR test certification, considering that foreign citizens will only transit through the territory of Kosovo, with the fact that at the entrance the statement will be signed that they will leave within three hours from the territory of Kosovo.
• At the land border point, in order to exit through the air point, from the "Adem Jashari" international airport, there is no need for a PCR test, the foreign citizen is obliged to present the plane ticket and sign a statement that he is leaving Kosovo within three hours.
• Professional transporters (Drivers), it is not necessary to have PCR certification, only with the obligation to respect the protocol for international transport. For organized transport by bus or regular international line in transit, the PCR test is not needed, as long as a declaration that they leave within five hours must be signed.
• Citizens of Albania, North Macedonia, Montenegro, Serbia and Bosnia, who have set appointments for treatment in health institutions of Kosovo, can enter with the fact that they must present proof of a negative PCR test, made 72 hours before entering Kosovo and certificate for the term set in the hospital.
• Citizens of Albania, North Macedonia, Montenegro, Serbia and Bosnia, who have dual citizenship, if they reside in Kosovo (according to MAP evidence or have an identity card), it is not necessary to have a negative PCR test.
• However, those who have Kosovo documents, but do not have a residential address in one of the above-mentioned countries, must present a negative PCR test done 72 hours before when entering.
• From July 28, starting from 22:30 to 05:00, any movement of physical persons is prohibited in Prishtina, Prizren, Pejë, Podujevë, Gjakovë, Ferizaj, Lipjan, Drenas, Vushtrri, South Mitrovica, Gjilan, Fushë -Kosovo and Shtërpcë, except in urgent cases (care for the sick, seeking help from institutions such as in the case of family violence, in case of the death of a member, in case of the need to go out with animals but only 500 meters from home, and no other work can be done.
• Gatherings of more than 5 people in public squares and parks are prohibited.
• Family parties of over 20 people are prohibited. Masks are mandatory in all closed spaces and physical distance of two meters is also required.
• Recreational, cultural and sports activities in closed and open premises are prohibited throughout the territory of Kosovo, including football schools. Exceptions are fitness, swimming pools and individual sports, in accordance with the Manual.
• Public markets of vehicles and animals are prohibited.
• The physical participation of citizens in religious activities is prohibited throughout Kosovo.
• The activity of public and private nurseries in the territory of Kosovo is allowed after evaluation and supervision by the municipal authorities, in accordance with the Manual.
• Entities offering gastronomy are prohibited from operating from 22:30 to 05:00. Outside of this schedule, they can only work in open spaces, respecting the distance of 1.5 meters between the tables, as well as the takeaway service.
• Citizens over 65 can go out from 05:00 to 10:00 and from 18:00 to 21:00.
