Haxhiu criticizes the Government for the delay in subsidizing textbooks

Deputetja nga Aleanca, Teuta Haxhiu, ka kritikuar Qeverinë në detyrë, për siç ka thënë vonesën në procesin e subvencionimit të teksteve shkollore, vetëm pak ditë para nisjes së vitit të ri shkollor. Haxhiu në një konferencë për media tha se vonesa përbën neglizhencë dhe papërgjegjësi të pushtetit, duke përmendur në veçanti ministrin në detyrë të Arsimit dhe Shkencës, Hajrulla Çeku.

"The reason for calling this conference is precisely the negligence and irresponsibility of this government, namely the minister, former minister Çeku, currently deputy Çeku, in failing to fulfill the duties required by the Law on Pre-University Education and Administrative Instruction 13/2016 on subsidizing textbooks for students of the Republic of Kosovo. So, this school year should have welcomed all students, starting from those in the pre-preparatory class up to secondary education, but as compulsory education up to the ninth grade, it should welcome them with the highest preparation at any level," she said.

Ajo theksoi se  Ministria është e obliguar që t’i pajisë të gjithë nxënësit me tekste shkollore. Sipas saj, Ministria e Arsimit ka pasur afate të qarta për përfundimin e procedurave, ndërsa drejtoritë komunale është dashur t’i dorëzojnë raportet përfundimtare deri më 15 korrik.

"The ministry has the duty to establish a commission in June to negotiate the price with the publishing houses. We are talking about the month of June. Then the catalog is sent to the municipal directorates, and they send it to the schools. I speak responsibly, because I was a school director, and the July 15 deadline is the deadline when the directorates prepare the reports to send to the ministry."

Haxhiu called Çeku a blocker of the Pristina Municipality, saying that he and the Vetëvendosje party have not done their duty properly.

"Unpreparedness means nothing other than total irresponsibility. These people who have truly taken on the task during these six years and have carried it out as if they were interns, are acting like interns. All I can say is that the minister, the former minister of education, the former minister of culture, the current MP Çeku is remembered only as a blocker of the Municipality of Pristina, namely of cultural life in Pristina," she said.

Haxhiu also showed several invoices, which according to her were in the comments of the Ministry's website, where discrepancies were found between the value of the subsidy and the expenses.

“Unë i kam marrë këto pikërisht në faqen e ministrisë, në komentet që kanë shkruar prindërit, pra janë faturat që ata kanë, pra vlerën e teksteve totale, domethënë edhe subvencionimin. Për shembull, klasa e parë i ka 63 euro e 87 centë, kurse 60 euro janë subvencionim. Shto këtu që nuk ka subvencionim për lëndët zgjedhore që janë obligative. Në pjesën tjetër, për shembull, kemi një vlerë tjetër, 105.80 euro, kurse subvencionimi për klasën e gjashtë është 90 euro.Këtu pra, po them, asnjëherë nuk janë përfshirë lëndët zgjedhore që janë obligative, që janë fletoret e punës, që patjetër sepse mësimdhënësit ua kërkojnë nxënësve. Shto pjesën tjetër të çantave, fletoreve, lapsave, mjeteve të gjeometrisë dhe çdo lëndë që kërkon mësimdhënësi, normal që ka me i kërkuar prej fëmijës e prindi detyrohet me i blerë. Kemi një faturë tjetër po ashtu të klasës së nëntë, që është 122.60 euro, subvencionimi është 90 euro. Gjithkund po në katalogun e ministrisë nuk figuron pra vlera për tekstet të lëndëve zgjedhore që janë obligative, sepse ministria i ka në secilën shkollë janë lëndë që zgjidhen në procedura siç i parasheh edhe udhëzimi administrativ”, shtoi ajo.
