The chairman of the UP Ethics Council, Eset Morina, was denounced on Tuesday to the Agency for the Prevention of Corruption by Enver Hasani, professor of law and international relations at the Faculty of Law.
In the letter obtained by KOHA, Hasani assessed that Morina has a conflict of interest in handling a case of his, raised before the Ethics Council by dean Avni Puka. According to him, Morina "amnestied" Puka in advance, after Hasani made the claim that the dean has a fake doctorate.
"The reason I am writing to you today has to do with a case that was raised against me on August 27, 2024, at the Ethics Council of the University of Pristina. Then, on September 9, 2024, the same whistleblower, the dean of the Faculty of Law of the University of Pristina, supplemented the initial complaint as 'additional facts'. There he has denounced my every speech and public appearance, including those in written form in books that I have done for people, institutions and events in Kosovo. Among them, the dean of Law, Avni Puka, has again introduced the denunciation that I made a year ago about his fake diploma. He lied that he got his doctorate in Italy at the Faculty of Law of the University 'La Sapienza'. I then made my denunciation public in the media and it was delivered to the minister of MASHTI, Ms. Arbërije Nagavci, and to the rector Qerim Qerimi", says Hasan's letter to Anticorruption.
He wrote that the Ethics Council has decided that Puka has a valid doctorate degree, "but not as the three reviewers of the report have said about his election to the academic calling" that Puka holds.
"No one has ever invited me to denounce this forgery! Never! Why? Because if they had invited me, I have other evidence, which speaks clearly and well that Avni has deceived the reviewing committee, because he did not do a doctorate with a dissertation and, as required by the law of Kosovo, nostrified in NARIC - Kosova of MASHTI- t. The Ethics Council does not have the authority to legalize any degree obtained abroad. This is done only by NARIC - Kosovo in MESTI. When this became public - that is, the decision of the Ethics Council to legalize Avni's 'doctorate', many months ago - I openly criticized Iset Morin, as the head of the Ethics Council, and I said as I said above. This circumstance was the reason that one of the accusations against me in the Council of Ethics is this fact! Imagine, please, denunciation for a constitutional right to express one's opinion, plus an obligation as a citizen to denounce the injustices we encounter, as if we were in North Korea!", writes Hasan's letter addressed to Anticorruption. "I am also sending you the 'additional facts' that Avni Puka submitted ten minutes after I filed a criminal complaint against him for the financial part that he accused me of in the denunciation. From the criminal report, which I am also resending to you after this enamel here, you will understand what it is about".
Hasani has written to Anticorruption about his request for exemption from the ruling on the case against him of Iset Morin, who is the chairman of the Council of Ethics.
"Until the moment of writing this denunciation against him for violating the law related to the conflict of interest, I have not received any response from him or from the Ethics Council! When the denunciation was made against me, I thought that Iset Morina is no longer the president of the Council, because with the election of the new rector, the new members of the Ethics Council are also elected. A month ago, the new rector, prof. dr. Arben Hajrullah. The moment I found out, I asked for his dismissal. You will see this from the attached materials," Hasani wrote. "This really cannot be the standard of the rule of law, where the equality of the parties in every procedure is a guaranteed constitutional right. As you will see from Avni Puka's 'additional facts', but also from his first denunciation against me, the allegations against me relate precisely to Iset Morin and Avni Puka, to no other member of the Ethics Council and to no professor another of the University of Pristina".
Hasani asked the Agency for the Prevention of Corruption to examine the denunciation "with great urgency", as he emphasized that every day he receives invitations from Morina to go to the sessions of the Council of Ethics, despite his health condition.
"At the same time, I request that the Agency impose a temporary measure - stopping the further proceedings of the completely fictitious case against me, until the Agency decides on the issue of Iset Morin's conflict of interest, as well as the legal consequences that such an eventual conflict carries" , Hasani wrote.
