GAP: Mayors made 1815 promises, only fulfilled 918

Out of a total of 1815 promises made by 27 mayors for this mandate, according to the GAP Institute, only 918 promises have been fulfilled. 

According to the "Municipal Identity Card", which is the final assessment of the fulfillment of the promises of Kosovo's mayors for the 2021–2025 mandate, 234 promises are half-fulfilled, 281 promises have been started and 382 promises have not yet begun to be implemented.

According to GAP, just like in the previous mandate (2017-2021), when 51% of promises were fulfilled, in the current mandate, the fulfillment rate remains the same at 51%.

"By fields, the most fulfilled promises were in health (66%), education (63%), administration (58%) and in the social field (55%). While the least fulfilled promises were in urbanism (34%), infrastructure (37%) and public services (41%). Of the 382 promises that have not begun to be fulfilled, 98% of them are the responsibility of the local level, while only 2% require inter-institutional coordination to be implemented," the GAP press release states.

Overview of the promises of all mayors and the level of their realization:

"The Mayor of Pristina, Përparim Rama, according to the GAP report, in 2021 made 206 election promises, but in four years has only fulfilled 73 promises. The Mayor of Prizren, Shaqir Totaj, has made 78 promises, but has fulfilled 42 of them. Meanwhile, the Mayor of Gjilan, Alban Hyseni, has made 109 promises but has only fulfilled 55," said GAP researcher Bekim Salihu at a press conference held on Monday where the data was presented, KP reports.

Compared to past mandates, the 2021–2025 mandate is said to mark the largest number of promises made in local elections.

"Specifically: in the 2007-2009 mandate, 129 promises were made, in the 2009-2013 mandate, 530 promises were made, in the 2017-2021 mandate, 930 promises were made, while in this mandate, 1,815 promises were monitored and evaluated," the statement said.

In the last election campaign, the GAP Institute did not identify any election promises in the ten municipalities inhabited by the Serb community and in the Municipality of Mamusha, because the mayoral candidates in these municipalities did not make any promises during the election campaign.

Through the "Municipal Identity Card" project, the GAP Institute has announced that it will continue monitoring the fulfillment of promises in the next governing mandate 2025-2029.
