Fushë-Kosova and Obiliqi fail to fulfill their promises

The mayors of the two municipalities, Fushë-Kosovo and Obiliq, have not managed to fulfill all the promises made during the electoral campaign from the local elections of 2017. By the end of 2020, they have fulfilled 33 of the 76 promises they made registered in total by the Institute for Advanced Policy GAP.

In the last update made by this Institute, it can be seen that the mayor of Fushë-Kosovo, Burim Berisha (LDK), is far from fully fulfilling them. During the electoral campaign for the local elections of 2017, he registered 42 promises. According to the GAP Institute, by the end of 2020, 12 promises have been fulfilled, 13 have been half fulfilled, 8 have been started, while the other 9 have not yet been started.

4 out of 11 promises from the field of education, 6 out of 22 promises in infrastructure, 1 out of 5 promises in health, 1 out of 2 promises in the field of economy are fulfilled.

Meanwhile, none of the 2 promises in the social field appear to have been fulfilled. On the GAP platform, the mayor of Obiliq Municipality, Xhafer Gashi (AAK), has registered 34 promises. According to the Institute for Advanced Policies, 21 of them have been fulfilled, 8 are half fulfilled, 4 have started and 1 promise has not yet started to be fulfilled.

Fulfilled are 3 out of 4 promises from the field of education, 9 out of 19 promises in infrastructure, 2 out of 3 promises in public services, 4 out of 5 promises in agriculture, 2 promises in the health field and 1 in the social field.

Agim Veliu, the former mayor of the Podujeva Municipality, has been removed from the GAP platform, as he had abandoned the position of the head of the municipality for the position of Minister of Internal Affairs and Administration. Meanwhile, in the extraordinary elections of November 29 last year, LDK lost this municipality and now it is headed by Shpejtim Bulliqi of Vetëvendosje. Bulliqi now appears on the GAP platform, to which 44 promises have been registered. But, according to the senior researcher at the GAP Institute, Bekim Salihu, since Bulliqi took office on December 8, the data on the fulfillment of these promises have not been updated.

According to the GAP Institute, Bulliqi has made 5 promises in the field of Administration, 9 in education, 3 in agriculture, 4 promises in the field of economy, 3 in infrastructure, 3 in the field of Culture, 6 in health, 5 in public services, 3 in social and equally in the field of urbanism.

"While the current mayor of Graçanica, Sërgjan Popović (LS), has not given any election promise together with 9 other presidents of his party. "The same does not have an election program, nor has it been represented in electoral debates, therefore there is no election promise listed on the GAP platform," said Salihu.

In an announcement from the GAP Institute, it is stated that out of a total of 869 promises recorded by the GAP Institute in 25 different municipalities of Kosovo, by December 2020, 411 promises have been fulfilled, 186 promises have been partially realized, 158 promises have begun to be fulfilled, while for 114 promises, no initiative to fulfill them has been evidenced.

"Looking at the percentage, of the 869 promises given, until December 2020, only 47% of the promises have been fulfilled. Most of the promises have been fulfilled in the field of social welfare 74%, then the field of administration 58%, in the field of economy 57%, in the field of agriculture 56%, in the field of health 50%, in the field of public services. 47% and in the field of infrastructure 45%. The areas where the least promises have been fulfilled are the areas of urbanization, education and culture", the announcement states.
