They said they are doing the visit together to convey the message of coordination they have, but the emissaries Miroslav Lajçak and Gabriel Escobar have expressed different positions on at least one issue.
It is the recognition between Kosovo and Serbia. While the EU envoy for dialogue insists on the normalization of relations, the US envoy says that the countries must recognize each other.
"What the European formula says is that we do not exclude any resolutions, we do not impose any results. We think that this is the responsibility of both parties, which means Kosovo and Serbia, to agree on what the final result should be", said Miroslav Lajcak, EU emissary for the Kosovo-Serbia dialogue.
And the US envoy for the Western Balkans, Gabriel Escobar, has said that the dialogue must end and peace between the countries should be achieved.
"We want to go beyond the dialogue to go to a position where all countries know each other, are at peace with each other and are on the way to European integration," said Escobar.
But Lajçak and Escobar showed more definite and identical requests regarding the agreements that have not been implemented so far. With special emphasis on the formation of the Association of municipalities with a Serbian majority.
Both representatives emphasized that they will not allow the creation of a Serbian republic within Kosovo, but demanded the implementation of the agreement reached.
"If we want to end the existence of parallel structures, transparency in the circulation of money, if we want the rule of law in the north, all this can be done within the framework of the legal and constitutional system of Kosovo. My advice is not to be afraid of something that does not exist and no one will impose this on you, have confidence in this and be aware that you are co-owners of this process", said Lajçak.
Escobar spoke about the many options that exist for the formation of the Association.
"When I said that there are many options for the creation of an association, it was to say that it is not said that they should be the models that damage the sovereignty or functionality of Kosovo. We have to find one of these modalities, in fact they can be found, they can be negotiated and agreement can be reached on them", said Escobar.
The envoy of the European Union for dialogue, Miroslav Lajcak, has also spoken about the elections in Serbia, the holding of which has been warned that it will not be allowed if it happens in Kosovo as well.
According to him, whatever decision will be taken on this matter, will affect the process of talks in Brussels.
After the joint conference, for the second time during his visit to Kosovo, President Vjosa Osmani met the US Deputy Assistant Secretary of State, Gabriel Escobar.
After staying in Kosovo and meeting with heads of institutions and leaders of opposition entities, Lajçak and Escobar will visit Serbia.
