VV's proposals fail, the Assembly remains unconstituted

The Vetevendosje Movement has once again failed to receive the votes of MPs for its proposals for Speaker of the Parliament.

It started with the acting Minister of Finance, Hekuran Murati, then with the Minister of Education, Arbërie Nagavaci, and finally with MP Dimal Basha. All three failed to be elected to the position of Speaker of Parliament.

The hearing was postponed again to Tuesday.

The PDK said they faced opposition from the Speaker of the Assembly to take a 10-minute break after Basha's proposal. Its chairman, Memli Krasniqi, hinted that perhaps after this break, they would have voted for Basha as speaker.

LDK deputy, Besian Mustafa has said that they will not vote for any candidate for Speaker of the Assembly without prior agreement.


After Murat and Nagavci, Basha also fails to get the votes for speaker of parliament

MP Dimal Basha was not voted in for Speaker of the Assembly either. He received 57 votes in favor, while the proposal was met with criticism from opposition MPs.

There were 106 deputies in the hall.


Nagavci does not receive votes for Speaker of the Assembly

The Vetëvendosje Movement has proposed Arbërie Nagavci for Speaker of the Parliament.

She didn't get the votes to be in charge of this position either. 55 votes were in favor, 47 against, and 4 abstentions.

The Vetëvendosje Movement has once again proposed Hekuran Murat for Speaker of the Parliament.

He did not receive the necessary votes.

There were 106 deputies in the hall.


The elected deputies will gather today in the continuation of the constitutive session, starting at 11:00, the fourth after the Constitutional Court's decision, according to which the candidate for Speaker of the Assembly should be nominated only three times and the voting process should be conducted openly.

The two candidates proposed by the Vetëvendosje Movement, Albulena Haxhiu, Donika Gërvalla and Hekuran Murati, failed to receive the necessary 61 votes, as they did not receive more than 57 votes.

After the session, Vetëvendosje accused PDK, LDK, and AAK that by not voting for the new speaker, they proved that names are not the main problem for the constitution of the Assembly, but that they are "aiming to block the formation of institutions."

PDK reiterated its position that it only has votes for a Vetëvendosje candidate, who was not part of the government in the previous mandate.

LDK said that Vetëvendosje knew that Haxhiu and Gërvalla did not have enough votes. Meanwhile, AAK said that it expects Vetëvendosje to propose names for which it does not have support in the next session.

The Social Democratic Initiative said it will abstain and will not vote 'in favor' without reaching a political agreement.

We recall that the parliamentary elections in Kosovo were held on February 9. So far, 55 sessions have been held for the constitution of the new Assembly, and today's is number fifty-six.

The Constitutional Court has published the full judgment regarding the constitution of the ninth legislature within 30 days, which deadline expires on September 18.

MP and Secretary General of the Democratic Party of Kosovo, Vlora Çitaku, has accused the chairman of the constitutive session, Avni Dehari, of arbitrarily ignoring the PDK's request for 10 minutes of consultation regarding the voting for Dimal Basha for Speaker of Parliament.

Çitaku also criticized Dehari for, as she said, using unacceptable language towards MP Sala Jashari.

"The Speaker of the Assembly, as he has been doing for almost five months now, today led arbitrarily – denying us our completely legitimate request for a 10-minute consultation, before voting for MP Dimal Basha – who himself seemed surprised by this proposal. As a result, we did not vote against, but abstained. This video clearly proves, not only that the Speaker heard and saw our request, but also the unacceptable language he used towards the youngest MP of the Assembly, Sala Jashari, who insisted on the 10-minute pause: "You just sit, you just sit. I'm listening to them too, just like you're listening to them," she wrote.

Çitaku said that such a disrespectful approach is not an approach that requires a solution.

"Therefore, we invite the Speaker to reflect and lead the Assembly with respect, dialogue and institutional responsibility - as he deserves," Çitaku requested.

The Chairman of the Democratic League of Kosovo, Lumir Abdixhiku, has reiterated the LDK's position that  they will not vote for any candidate without a prior political agreement.

In a Facebook post after the end of the session where three candidates from the Vetëvendosje Movement for Speaker of the Parliament failed to be voted on, he said that this is their level.

The leader of the LDK said that his party offered a unity agreement, but they did not want it.

VV today nominated the acting Minister of Finance, Hekuran Murati, the acting Minister of Education, Arbërie Nagavci, and MP Dimal Basha.

According to Abdixhiku, "this is the level to which the country has fallen. These are the people they claim to lead this country with."

"They despise you; therefore, they represent you with contempt. The positions of the LDK have been principled and consistent since day one. Because they are like that, they are also standing on pathetic political games. Without an agreement, there can be no majority. Without an agreement, there can be no vote - for anyone and no one! We offered a unity agreement, they did not want it. Now let them bear the responsibility for the blockage. We are convinced, however, that by continuously insulting and offending, they will not change anyone's opinion," he said.

Democratic League of Kosovo MP Arben Gashi, after voting for LVV MP Dimal Basha for Speaker of the Assembly, said that he promised him his vote after Basha himself asked him for it.

After the session ended, Gashi said that apart from asking for Basha's vote, he has no past that prevents him from doing his job as an assemblyman.

"He asked for my vote and I promised him that I would vote for him. A few months ago, I didn't know that he would be on the ballot, but I told him that whenever he votes, he has my vote. He is a charming guy and I think he needs to think a little bit more, he is not very polarizing and has some strong statements beyond reason, but in general, he does not have a past that prevents him from doing a job," said Gashi.

Acting Minister of Finance, Hekuran Murati, said that today he finally "took the reins off the Laknori", proving, according to him, that the opposition is keeping the Parliament blocked.

Murati said that the goal from the beginning was to block the Parliament, because according to him, they do not want to accept the results of the elections.

According to him, she is interested in continuing the crisis.

He said that MP Abelard Tahiri tried to reach an agreement on the vote, but they were ignored again.

Asked if the issue will end up in the Constitutional Court again, he said that the Constitutional Court has already brought a new roadmap. He has been critical of the Central Election Commission and the Constitutional Court.

He added that decisions that belong to politicians should not be delegated to the Constitutional Court.
