On November 3, three agreements were signed within the Berlin Process, where one of them is the travel with ID cards through the countries of the Western Balkans. Although Bosnia-Herzegovina has taken obligations to start the process that would enable travel with identity cards, Milorad Dodik has warned of the blocking of this, due to Kosovo, writes "Dnevni Avaz".
"At the end of last year, the German emissary Sarrazin came to Banja Llukë, who asked, in preparation for the Berlin Process, that we accept, not Kosovo, but accept that they can come with identity cards to Bosnia and Herzegovina, to no need for visas or anything. But this is nothing but a kind of recognition", said Dodik a few days ago.
In fact, nothing has been ratified until today only in the institutions of Bosnia and Herzegovina.
The Albanian Institute for Cooperation and Development (CDI Albania) has published a graphic showing where the ratification of the agreements reached, which must be done no later than 18 months after they were signed in Berlin. Of the six countries that participated in the signing on November 3, only Bosnia-Herzegovina has not ratified anything.
Kosovo and Albania have ratified all three agreements in all institutions, while North Macedonia, Montenegro and Serbia have passed them through the government and are expected to be ratified by their parliaments as well. Bosnia-Herzegovina has not passed it in any instance, neither in the Government nor in the Parliament. The ministers of Republika Srpska are opposing.
The representative of Republika Srpska in the Council of Ministers of Bosnia, Borjana Krishto, was asked last night after the meeting when they will be ratified. She replied that she did not know, but said that care should be taken that "the agreements do not affect security".

The Bosnian newspaper "Dnevni Avaz" considers it absurd that Bosnia-Herzegovina is the only one where the agreements due to Kosovo are not being ratified and on the other hand they are being ratified by Serbia. Elmedin Konakovic, Minister of Foreign Affairs of Bosnia-Herzegovina, said that "the document is in the process and that it will be proposed again when there is political agreement".
He says that he does not understand this rejection, when all other countries have accepted it, including Serbia.
