Third failure

Wednesday's attempt to reach an agreement between the Vetëvendosje Movement and the Democratic League on the formation of new institutions also failed. The Kurti-Abdixhiku meeting, held without notice in the Assembly, did not provide a solution to the post of president. Before this meeting, a meeting of LDK deputies was held, some of whom said before its holding that their request for the president guarantees a balance of powers. The constitutive session of the Assembly will be held on Thursday

The third meeting between the leader of the Vetëvendosje Movement, Albin Kurti, and the leader of the Democratic League, Lumir Abdixhiku, did not produce an agreement either.

Unlike the two previous meetings, Wednesday's was held in the Parliament building, without prior notice.

Kurti, who won the June 7 elections, has not expressed a willingness to provide details from the meeting, but has confirmed the lack of agreement.

"We have no news, as long as we don't have an agreement. Yes, when we reach an agreement, we will be able to inform you," Kurti said after the meeting.

And, Abdixhiku did not make a statement and avoided journalists, leaving through the back door of the Parliament.

Previously, he attended the first meeting of the elected deputies of the party he leads, who expressed the position that there should be no agreement if it does not guarantee the LDK the position of president.

After this meeting, Abdixhiku refused to provide information on the details of the negotiations with Kurti.

"I have nothing to add. There is nothing else new," he briefly declared to the media.

Unlike Wednesday's and Tuesday's meetings, Kurti and Abdixhiku expressed optimism about an agreement when they shook hands for the first time, after the certification of the election results.

After that meeting, the LDK leader did not mention the position of head of state, while Kurti insisted that the holder of this position should be non-partisan.

Political analyst Artan Alija has expressed his belief that if there is no coalition between Vetëvendosje and LDK, early elections are inevitable.

"It remains to be seen whether LVV and Mr. Kurti are willing to give the position of the president of the state to LDK, and if so, then everything else can be overcome. So if there is such an agreement then the constitution of the institutions can be done quickly, otherwise in all likelihood if there is no LVV-LDK agreement the country will go to elections again", Alija assessed.

Based on the interpretation of the Constitutional Court, the Assembly is dissolved and early elections are announced if the president is not elected within 60 days after the constitution of the Assembly.

Elected LDK MPs say the president should belong to this party

Elected deputies of the Democratic League have insisted that the post of president should belong to this party, in a possible agreement with the Vetëvendosje Movement.

This position has been expressed by both legislators who have declared themselves in favor of dismissing Lumir Abdixhiku from the position of party leader, and those who have positioned themselves against it.

Before the first meeting of the deputies who will represent the LDK in the 11th legislature, Jehona Lushaku-Sadriu said that other cooperation formulas do not guarantee balance.

"LDK has always said that the main institutions should be balanced. Even in this sense, our request is that the presidency belong to LDK and power be divided proportionally," Lushaku-Sadriu declared.

Since the June 7 elections, the leader of Vetëvendosje, Albin Kurti, has expressed the position that presidential candidates should be non-partisan.

But, lawmakers with a strong line against Kurti, but who have also expressed critical positions towards Abdixhiku, have insisted that the highest state post should belong to the LDK.

"I don't know the details of the meeting, but from what I saw in the media, it seemed to me that the LDK leader rightly insists on the position of president. I think that the position of president would ensure a balance of powers in Kosovo and would be a guarantee for both Kosovo and the Democratic League of Kosovo," said Hykmete Bajrami, a newly elected LDK MP.

Another LDK MP, Armend Zemaj, has requested an agreement that, as he said, is above narrow party and individual interests.

"Agreements that create institutional stability, that have sincere partnership and that are not just for show or to fulfill individual interests or the purpose of subordinating one party over another," Zemaj said.

Vetevendosje, together with community legislators, excluding those from the Serbian List, has enough votes to constitute the Assembly and elect the Government. But it lacks the votes to elect the President, a process that requires at least 80 MPs to participate in the voting in the first two rounds.

Haradinaj in the same line with LDK for the president

Elected MP and former leader of the Alliance, Ramush Haradinaj, has stated that the result of the parliamentary elections did not give any party the right to govern alone, emphasizing that the creation of institutions should be based on co-decision-making between the ruling party and the opposition. According to Haradinaj, either the post of prime minister or president should belong to the opposition.

"To simplify it even more, of the first two positions, in this case the prime minister, which is the main position, because he leads the government, the executive and the president, one of the two positions, based on the election results, belongs to the opposition. The one who won the elections, if he has democratic logic, reads the election results this way. If the regime has logic, and in fact this logic is happening with Kurti, he does not believe in dividing decision-making. Kurti is seeking all the decision-making positions for himself. He is humiliating the opposition by offering it only participation in governance," said Haradinaj.

The elected deputies of the 11th legislature will meet on Thursday to constitute the Assembly. The session is scheduled to start at 10:00 and there will be four items on the agenda. The first item is: the formation of the Temporary Committee for the verification of the quorum and mandates of the deputies; the second: the oath of the deputies; the third: the election of the Speaker of the Assembly; and the fourth: the election of the Deputy Speakers of the Assembly. With the constitution of the Assembly, the 60-day deadline for the election of the president, where the biggest impasse between the parties is, also begins. The 15-day deadline for voting on the government in the Assembly begins after the acting president mandates the name proposed by the majority.

The parliamentary elections of June 7 this year were the third to be held in the space of a year and a half. In all three, the LVV won convincingly.  

The Vetëvendosje Movement won 58 seats in the last elections and, together with the parties of the non-majority communities, has enough votes to constitute the Assembly and create a new Government, as they require 61 votes in the 120-seat Assembly. However, the issue of electing the president requires two-thirds of the votes in the Assembly. In the first two rounds of voting for electing the president, the votes of 80 MPs are required. If the election of the president fails in two rounds, then, in the third round of voting, the candidate who receives 61 votes in the 120-seat Assembly is elected president.
