The trial of the former CEO of the Kosovo Energy Corporation (KEK), Nagip Krasniqi, and Isuf Zejne, accused of damaging the state budget to the tune of around 37 million euros, continued at the Basic Court in Pristina on Thursday. Skënder Isufi continued to testify in today's session, saying that the company for the repair of the A5 boiler was not issued a work permit because it did not complete some of the documentation, such as health certificates and a list of employees.
This response from Isufi came after a question from the presiding judge, Rrahman Beqiri.
"They have started to make requests for work permits, of course, they also need to apply for an entry permit, which is issued by another sector and the work permit is issued by Kosovo A in this case... Judge: Has he issued the permit? Isufi: No, because he did not meet the criteria that required documentation, health certificates, a list of people, the work permit was not issued. It was more about the orientation of the entry permit, then the contract was terminated," he said.
Isufi said that during the procurement process there was no element that would indicate that there was bias towards any economic operator.
"No, we have not had any element to say that we are biased towards anyone... I can't say. We have made assessments of the offers we had and we have given our opinions as a committee," Isufi declared.

In today's session, Nagip Krasniqi's lawyer, Vyrtyt Ibrahimaga, also asked questions against witness Isufi, asking in which case of subcontracting he should submit a sworn statement.
Meanwhile, the witness said that every company participating in the tender must submit an affidavit. However, according to him, in the case of the A5 boiler, the subcontractor submitted the affidavit unsealed.
"Everyone fills out the affidavit, each participating company, the subcontractor, was also required to submit the affidavit, but the first time they submitted it was unsealed and then we told them to send it to us," he said.
Just like the previous witness who said that the Evaluation Committee in this procurement procedure had doubts about the signatures, the witness, Skënder Isufi, also stated the same thing.
"The signature was different between the first and the second... I don't remember why we told him that you have the signature," he said.
Isufi further stated during his testimony before the court in the trial against Nagip Krasnqiti and Isuf Zejnes that as an evaluation commission they had doubts that the economic operator for the repair of the A5 boiler was irresponsible.

In his testimony, the witness also denied that there was pressure from Krasniqi regarding the work and evaluation of the bids.
In addition to questions from the judges and the defense of the former CEO of KEK, Nagip Krasniqi, witness Skënder Isufi initially answered questions from the prosecutor, Fikrije Zejnullahu.
During his testimony, Isufi stated that the supervision of the expansion project at the B1 and B2 Power Plant was carried out through a tender with a negotiated procedure and that the contracted economic operator was the company "Tuv Hellas".
He said that in this procurement activity he had served as the chairman of the evaluation committee, while members of the committee were Ramadan Ahmeti and procurement officer Mirvete Gërguri. According to him, the procedure was conducted in January 2023.
He added that the company had started work at the same time as the expansion project had begun, while its role had been to supervise the works and provide services to KEK in the process of supervising the project contract.
According to the indictment, the former CEO of the Kosovo Energy Corporation (KEK), Nagip Krasniqi, along with Ymer Dragusha and Isuf Zejne, are accused of damaging the state budget by around 37 million euros. Accused, Ymer Dragusha has reached a plea agreement with the Prosecution.
