Sipas dosjes së Prokurorisë Speciale, Jovan Viqentijeviq dyshohet se bashkë me vëllain e tij, Dragisha Viqentijeviq, me qëllim kanë dëmtuar pajisjen e ujësjellësit dhe kanë kryer veprën terroriste, duke përdorur eksploziv.
