Historian Jusuf Buxhovi said that the first conversation about declaring Kosovo a republic was made by the Serbian representative, Dobrivoje Radosavljevic, who was the chairman of the Central Committee of Serbia in 1968.

On Thursday in KTV's "Konfront", Buxhovi said that the talks were opened, in which Fadil Hoxha also participated.

"The year 1968 is coming out, there were such tendencies of ideological groups, which would have to create pretexts for Moscow's intervention. There were tendencies and groupings in Serbia, which even today are connected to Moscow and the East. Tito saw it as a response and came out with the request that Kosovo be raised to the level of the Yugoslav Federation. Then a process begins when constitutional amendments must be opened to Kosovo in '68 in order to establish it. The request for the Republic of Kosovo was opened first, based on the newest and Yugoslav documents, by a Serbian representative, his name is Dobrivoje Radosavljevic, he was the chairman of the Central Committee of Serbia in '68 and said that Kosovo could become a republic. Talks have been opened there, where Fadil Hoxha is also invited to those talks", he said.

Buxhovi added that after this there was a reaction from Serbia, which said that such a thing cannot be done.

"Serbia immediately reacted saying that it cannot be done. On August 18, 1968, in Gjakovë, the Political Activity of Kosovo held a meeting, where a letter of theirs with eight demands was read", he further emphasized.

According to the historian Buxhovi, then public talks were opened on changing the constitutional position of Kosovo.

"The Chairman of the Commission was Asllan Fazliu, Fadil Hoxha was the general supervisor of this process. The mention of Republic of Kosovo has stopped there. It was stopped, but it is important to say that professors Fehmi Agani and Gazmend Zajmi, through their students, opened up this idea and introduced it to the level of the students' demands. The November demonstrations that were held in Kosovo were led by the intellectual elite of the professors of the University of Pristina. For the first time, the banner of Republic of Kosovo appeared there", he said.
