Avdiu: Anyone who considers himself a lobbyist in Kosovo carries out illegal activity, due to the lack of law

The researcher at the Democratic Institute of Kosovo, Plator Avdiu, has stated that there is no lobbying law in Kosovo, therefore lobbyists are considered to be carrying out illegal activity. 

On Tuesday in KTV's "Interaktiv", Avdiu said that there has never been an initiative from the parties in power to regulate the field of lobbying in legal terms.  

Even, according to him, the political parties have not included the regulation of this law even in their programs before the elections. 

"In Kosovo, apart from the KDI and other non-governmental organizations, there has been neither an idea, nor a program, nor an intention from anyone from the political subjects or institutions, either from the Government or the Assembly, there has not been any initiative to regulate the field of lobbying in legal terms. Anyone who considers himself a lobbyist in Kosovo is an illegal activity, in the absence of law. In the sense of what lobbying is like in democratic countries, which should have great transparency, it is not legally regulated in Kosovo. None of the parliamentary parties, with the exception of the LVV, which was not part of today's conference, has the regulation of this law on its agenda," he said. 

Avdiu added that all the initiatives that have come to Kosovo for the fight against corruption have come from abroad. 

"There has always been a lack of a local initiative in order to regulate transparency. The drafting of a lobbying law should not be seen as a separate process from its implementation. Many countries in the region have had lobbying laws for several years, but they are unenforceable laws. Kosovo should not take examples from the region", he further emphasized.
