Association, closed topic only for Kosovo

The subject of the Association of municipalities with a Serbian majority is considered closed only by the Kosovar side.

This, since apart from Serbia, the EU continues to consider it as an open topic for dialogue in Brussels.

Despite the statements of EU officials that the Association is an open topic, Prime Minister Hoti has said that it is a finished topic.

"Association is a completed topic, concluded with an agreement in 2013. But the dialogue will not stop because of Kosovo. We are an independent country, we have clear principles agreed with our international friends, when we entered this important process. On the basis of these principles, we are ready to dialogue... Kosovo made compromises in 2008, when it declared independence", said Prime Minister Hoti.

On Tuesday of this week, the head of the EU Office in Kosovo, Tomash Szunyog, said that the Association of municipalities with a Serbian majority is an open topic that should be discussed in Brussels within the framework of the final agreement between Kosovo and Serbia.

But to TIME's interest in what specifically can be discussed on this topic, the EU office in Kosovo did not respond on Thursday.

From the EU, for the first time this Wednesday, they said that in the proposal for the implementation of the Association Agreement, the opinion of the Constitutional Court of Kosovo should also be taken into account.

Also, they recalled that it is up to Kosovo to come up with proposals for its implementation. Although it has not been officially stated, the Association also influenced the non-holding of the September 28 meeting between Kosovo and Serbia in Brussels.
