The appeal suspends the implementation of the Regulation that SHSKUK called the start of the reform

The University Clinical Hospital Service of Kosovo will not be able to change its internal organization for a while because the two levels of the court have decided in favor of the security measure that prohibits the start of the execution of the new Regulation.

Some employees of SHSKUK have sued the institution that, with the new regulation, demoted them. In addition to the lawsuit, they also requested a security measure for not starting the implementation of this regulation.

After the Basic Court in Pristina, the Court of Appeal also approved the security measure.

The regulation of SHSKUK will not be executed until the meritorious decision of the court.

"Since the regular operation of state institutions is therefore of general interest, the court assesses that the postponement of the execution of the contested Regulation until the decision regarding the claim of the plaintiffs, is of public interest and that the postponement would not bring great harm to the opposing party, namely the person interested", says SHSKUK.

After the decision of the first instance, SHSKUK complained that the Court in Pristina was involved in the violation when it decided on suspension. But this complaint was dismissed.

"The complaint of the respondent against the proposer Hospital and University Clinic Service of Kosovo in Prishtina, dated 27.05.2024, is rejected as unfounded, while the Decision of the Basic Court in Pristina, Department for Administrative Affairs A.nr.179/2024, dated 13.05.2024 .XNUMX, is confirmed", the decision states.

The lawsuit was initiated by one worker, but since then, hundreds of others have joined this lawsuit.

With 7 votes for, no abstentions and no votes against, the Board of ShSKUK has approved the Regulation for the internal organization and systematization of workplaces in the meeting dated 08.04.2024.

Public health managers have repeatedly stated in recent years that the reform in SHSKUK is not being noticed because the way management work is arranged does not enable them to do so.
