Besim Tahiri is an official in the Ministry of Infrastructure. He was being investigated for the affair of the payment of 53 million euros to "Bechtel Enkan", but the Special Prosecutor's Office suspended the investigation against him because he was unavailable. The indictment filed for the well-known affair of the payment of 53 million euros to the "Bechtel Enka" consortium currently has three accused, but there could have been four, if the Special Prosecution managed to contact Besim Tahir, the former head of Procurement in Ministry of Infrastructure.
In the indictment against former minister Pal Lekaj, his former advisor, Eset Berisha and former secretary Nebih Shatri, Tahiri is mentioned several times.
But the Special Prosecutor's Office claims that it could not find his address.
Such a thing is said at the beginning of the indictment.
"On 27.9.2017, in the Ministry of Infrastructure in Pristina, as official persons, Pal Lekaj, minister in the Ministry of Infrastructure and as chairman of the Inter-ministerial Committee and Nebih Shatri - general secretary in the Ministry of Infrastructure, in cooperation with the defendant Besim Tahiri - director of Public Procurement in the Ministry of Infrastructure, who is currently inaccessible to the Prosecutor's Office", the indictment states.

And on a few pages below, in the indictment, the prosecutors of the case said that because he did not respond to the invitations, they issued an arrest warrant for Tahir, while the investigation against him was suspended until they "found" him.
"Since the defendant Besim Tahiri did not respond to the SPRK's invitations for questioning at the predetermined time and based on the fact that he deliberately avoided the invitations, the PSRK evaluated it as his attempt to evaded the justice authorities. On this basis, in the sense of Article 175 of the CPC, with the aim of bringing him before the prosecuting body for interview, he issued an arrest warrant. Therefore, for the moment, the Prosecutor's Office has suspended the investigations for the defendant Besim Tahiri", the indictment states.
But, for the time that the Special Prosecution claims that he was unavailable, Tahiri was paid from the state budget. He continues to be an official in the administration of the Ministry of Infrastructure.
This was confirmed by his superior, Fejzullah Mustafa, through a telephone conversation.
