Will Kosovo keep the tax even after the elections?

Through a joint letter, the QUINT countries have stated that the "status quo" hinders the progress of Kosovo and Serbia on their way to the European Union and is not sustainable. France, Germany, Italy, the United Kingdom and the United States of America, days ago, called on the two countries to immediately resume dialogue and avoid actions that hinder the final agreement.

According to the letter of the QUINT countries, Kosovo should remove the tax towards Serbia and the latter should stop the campaign against Kosovo, for removal of recognition. According to them, this is for the purpose of reaching the final agreement, so that after it greater Euro-Atlantic integration would be achieved for both countries.

After that, Prime Minister Ramush Haradinaj also reacted, saying that he agrees with the need to normalize relations between Kosovo and Serbia, but that the dialogue should not be conditioned.

"I agree on the necessity of normalization between Kosovo and Serbia. The government has presented to QUNIT and the European Union the draft agreement with Serbia, which includes unfinished topics for mutual recognition in the existing borders. I repeat, dialogue without conditions, without postponement", wrote Haradinaj.

As for the Speaker of the Assembly of Kosovo, the concerns of the QUINT countries are reasonable.

Veseli, who leads the Democratic Party of Kosovo, days ago in an interview for KosovaPress, said that in the elections to be held, the citizens will decide whether they want to continue the path of secure partnership with the Western allies or want the country to remain isolated and friendless.

"These are reasonable concerns of our friends in Kosovo, with whom we have achieved freedom and an independent and sovereign state, so we must move together. What is most important, from these elections that will be held, will be very decisive for the direction that Kosovo will take. Will it be a direction of partnership and strategic wisdom of Kosovo that together with this partnership we protect what we have achieved so far and move safely towards Euro-Atlantic integrations, or will we go on an adventure, which has many unknown which is a confrontation with the United States of America and our Western European partners who are seen as enemies", he declared.

Currently, Kosovo has a prime minister who resigned from his post a week ago, and the political parties have declared for extraordinary elections.

The Assembly is expected to hold a session next week and vote on the dissolution of the Parliament, in order to pave the way for holding elections.

In the Democratic League of Kosovo, they say that they would have treated the tax in the interest of the function of Kosovo, and not of the individual, this way, according to them, was used by the government led by Ramush Haradinaj.

Arben Gashi says that today the tax is seen in the interest of political capitalism for Haradinaj or the partners of the governing coalition.

"I do not think that we should have damage to the interests of Kosovo, as a result of an interest of momentary individual gain that is being noticed by today's governing partners. Kosovo should not be endangered by instruments which are temporary because the essence of the existence of the EU, and the very essence of the existence of cross-border, inter-state, inter-regional and other cooperation is related to the removal of various barriers, and we will to condition the removal of the barrier, with the removal of the barriers from Serbia, this will be reciprocal. The tax will be seen as a function of Kosovo's interest and we will condition a possible removal, or a possible temporary suspension, with actions that Serbia should take, so we will have reciprocity and we will have consequences in interest of the state of Kosovo and not the individual", he says.

He adds that LDK has always been in favor of dialogue, but according to him, in the current circumstances in which Kosovo finds itself, dialogue has no alternative.

Even Albulena Haxhiu from the Vetëvendosje Movement says that under these circumstances the dialogue with Serbia cannot be resumed.

She says that Vetëvendosje has supported the tax imposed by the Haradinaj Government, even though they consider that the fairest decision would be full economic, political and commercial reciprocity.

"Kosovo is in an election process, in fact on the eve of extraordinary elections in the Republic of Kosovo, and it cannot be demanded that the institutions of the Republic of Kosovo start or resume the dialogue with Serbia, and the request for the removal of the tax. First, the Constitutional Court has confirmed that the role of the president in the dialogue with Serbia is only advisory and the main responsibility for foreign policy, in the sense of the dialogue with Serbia, falls on the executive, then explained that the Assembly has a monitoring and supervisory role. In this sense, we do not have a government, the government has fallen, this government does not dare and has no constitutional mandates to put it forward or take a decision or represent the Republic of Kosovo, because it has already fallen, as the Constitution says , the Assembly is dissolved on August 22", she says.

And, the analyst Ramush Tahiri says that in the current circumstances in Kosovo, when the elections are expected to be held, it will be difficult for a political party to request the removal of the tax and get votes.

"Political parties will be forced to explain the suspension of the tax or the removal of the tax and win votes for this. The noise that has been created in the public opinion will be very difficult for a political party to ask for the removal of the tax and get votes, and they will make political calculations to win the elections and win the popular vote. However, the suspension of the tax can also be done by the Parliament, it could also be done by the Government at this time because it is limited and the EU, the QUINT countries can be given the opportunity to follow Serbia and stop the propaganda against Kosovo or against the independence of Kosovo, because this is precisely the point at which Serbia and the institutions reacted, against the European Union and against the QUINT countries, and against this letter that was sent", he says.

While Artan Murati from KDI, speaking about the declaration of the QUINT countries, says that they were clear in their request, that Kosovo, regardless of whether it goes to elections or not, should prioritize dialogue.

"If a new government will come, if there will be new forces in government, then it is up to them to do the best calculation of the pros and cons of the tax and come to a decision which according to the government, which will examine this issue, a meritorious decision on the tax can also be taken, which could pave the way for dialogue or not. But the request of the QUINT countries is clear that regardless of whether Kosovo goes to the elections or not, priority should be given to dialogue and it should remain engaged in reaching the final agreement with Serbia", he says.

The Kosovo-Serbia dialogue has been suspended after the decision that the Government of Kosovo made against Serbia, imposing a 100% tax. And this has come after the campaign that the state of Serbia has made against Kosovo in the field of foreign policy. /KSP/
