The citizens' initiative for the dismissal of the mayors in the northern municipalities has failed since the turnout was low.

The head of the Central Election Commission, Kreshnik Radoniqi, has announced that the process for dismissing the mayors in the northern municipalities has not passed.

Radoniqi has announced that in Leposaviq 124 citizens voted out of about 13.000 citizens with the right to vote or 0.91 percent, in Zubin-Potok 18 voters out of about 6.000 with the right to vote, in Zveçan nobody voted and in North Mitrovica in total 111 votes.

He said that despite the challenges, the CEC has taken all the necessary steps to enable citizens to realize their democratic and legal rights.

"Relying on the voter turnout data in this process, we inform you that the majority of registered voters did not vote as required by Article 72 of the Law on Local Self-Government in the Republic of Kosovo, so the necessary 50% was not reached, therefore we find that the citizens' initiative to remove the mayors of Leposaviq, Zubin Potok, Zveçan and North Mitrovica municipalities has failed. The Central Election Commission, despite the challenges, has been maximally committed and has taken all the necessary steps to organize the voting process in these municipalities, proving its great commitment to enable the citizens to realize their democratic and legal right" , Radoniqi stated in a press conference.

Voting centers in the four municipalities are open from 7 am. 

The Serbian List had called for a boycott of this vote. 

The Albanian mayors of the municipalities in the north received their mandates in April of last year through elections that were also boycotted by the Serbs, with the call from the Serbian List.

In order to dismiss the presidents, 50 percent plus one voter must vote, so that the process is successful and extraordinary elections are held. 

Erden Atiq is the mayor of North Mitrovica, Ilir Peci of Zveçan, Lulzim Hetemi of Leposaviq and Izmir Zeqiri of Zubin-Potoku.

The member of the CEC from the Vetëvendosje Movement, Sami Kurteshi, said that so far there has been no incident, but according to him, there is a very low turnout.

He said that the low turnout of citizens in voting has a political and not a technical or administrative connotation.

According to him, it is the issues of statistics that reflect political intentions.

He stated that the low turnout shows a break in the Serbian List in the north.

"We will see how many voters there can be by the time the polling stations close. If fewer voters turn out than the number of voters in 2021, then the legitimacy of the current presidents is all right. They have the opportunity to express their political will, but we don't know what the reasons are for not coming out", he said.

Kurteshi said that  From a statistical point of view, there has come a moment of breaking that has a political character.

According to him, there were threats and blackmail in the 2021 elections, but according to him, this is no longer possible.

He said that now it is the biggest control of the CEC in the polling stations in the north.

Kurteshi has stated that there is no blackmail or intimidation from the state of Kosovo.

"They can show with this action that they are not interested in new elections, nor in the removal of the current presidents so that Lista Serbe comes to power. The Serbian list has lost a lot of ground. The Serbian List has noticed that Serbian citizens have lost trust in them. I have expected that there will be a larger number of voters. There are zero voters in Zveçan and this is a very bad signal for the Serbian List," he said.

Kurteshi said that Lista Serbe is a terrorist organization.

According to him, the CEC has no right to deregister him.

He stated that "The prosecutor's office that is silent, unfortunately, the Serbian List, some of the prosecutors, also have their connections".

"The prosecutor's office has the obligation to prosecute every criminal offense according to official duty. You filed an indictment on the objective facts within the day. Milan Radojçiqi has accepted the attack on Kosovo, but there is no indictment against him. I expect a prosecutor to pursue terrorism", he said.

According to him, Serbian citizens are victims of the Serbian List and Belgrade.

He said that the centers were opened on time, but there was no interest from the citizens.

"It is a smooth process, normally it has its own problems in the technical and organizational aspects of this process that started yesterday when the CEC belatedly determined the voting centers. And in these voting centers it did not manage to notify the citizens in sufficient time where these polling centers are. In most centers there are no preliminary signs that orient the citizens where these polling centers are. I think that the technical signs as in this center, the polling stations are set on the fourth floor, are not conditions enough for people with disabilities, where people with difficulties of a certain age. right considering the narrow spaces", he declared.

Another problem, Kryeziu added, is the way cameras are placed in polling stations.

"The way the ballot box is placed or the box where to vote, I think is exposed in front of these cameras, but also to the commissioners in these narrow spaces. And we think this is intimidating and does not guarantee the secrecy of the vote," he added. .

According to him, Lista Serbe has influenced citizens to have low participation in the voting process.

"We are talking about 100 citizens until the last information we have, in all the municipalities of Kosovo. I do not believe that this exit will reach any percentage in this form or in this form of how the process is going. Serbian citizens in this case, they are a victim of politics, but also a victim of the Serbian List, of Belgrade's politics, but also of the Government of Kosovo, which has not done enough to address these issues," he said.

Furthermore, Kryeziu emphasized that these votes are failed in terms of the participation of citizens with the right to vote.

"From the legal point of view, the legal criteria for organization are met to a large extent, but in any case, as participation, they are failed. We have also called on the CEC to cancel this process. Taking into account the financial cost, the commitment of people and taking into account the indicators for the boycott of this election process", he concluded.

DnV: Minimum interest of citizens to participate in the voting process

"Democracy in Action" has said that there has been minimal interest of citizens so far to vote in the vote for or against the dismissal of the mayors in the four northern municipalities of Kosovo. 

DnV has assessed that as far as the administration of the process is concerned, the Central Electoral Commission is late in informing the citizens about the location of the voting centers. 

"Our observers have visited almost all the polling stations open in this part. According to observers, all polling stations that have been visited so far have been opened on time and commissioners have been present. The Kosovo Police is present and is guaranteeing the security of the process. The voting process, until 09:00, is calm and there is no interest from the citizens to participate in the voting process. As for the administration of the process, the CEC was late in informing the citizens about the location of the voting centers, since this decision was made only one day before the voting process. During the observers' visits to the Voting Centers, it was observed that some of them do not allow access for persons with disabilities and for persons who are of an advanced age", DnV said. 

DnV has also said that the voting booths are placed in a position that the secrecy of the citizens' vote may be violated, considering the placement of the cameras. 
The voting process within several Polling Centers is arranged for several polling stations in a common space according to the open model.

"Instructions for setting up voting booths in this way are included in the guidelines that the CEC has prepared. This is the first time that citizens will vote under camera surveillance. Democracy in Action will keep you informed throughout the day about the progress of the process", says DnV.

The national coordinator of the elections from the State Prosecutor's Office, Laura Pula, has said that the prosecutor's office together with the police investigators have launched the operational plan for the smooth running of the process in the four municipalities in the north.

She emphasized that "all four prosecutors are in the voting centers in the four main centers - Leposaviq, Zveçan, Zubin-Potok and North Mitrovica together with the investigators of the Kosovo Police".

Pula has called on the citizens to inform the Prosecutor's Office immediately in the event of an incident.

"In the 23 voting centers with 63 polling stations, the state prosecutor together with the KP is available to protect the vote and eventual misuse of the right to vote. Cameras have been installed in the voting centers in the four northern municipalities where the votes for or against the removal of the Albanian mayors are being held.

The installation of cameras in polling stations has been done for the first time in Kosovo, and it is foreseen that this practice will continue from now on in the elections.

Hasani said that Leposaviq has shrunk to two centers because of the circumstances. 

"The first center has 2583 voters and the second center has 1703," said Hasani. 

He said that all the officials are in the centers and they can vote. 

"The municipal offices had to be improvised as voting centers due to the impossibility and malfunctioning of the centers at the municipal level that we had earlier. It is worth noting that the staff are at the polling stations and these stations are open and voters are welcome to do their duty. Several factors have influenced the delays, one of the main ones was that we did not have the decision of the material system", said Hasani.

Voting centers have also been opened in Zveçan. In the main voting center in this municipality, where over 4 thousand citizens can vote, the commissioners and observers are still waiting for the citizens.

Agim Kastrati, head of the MEC in the municipality of Zubin-Potoku, said that in this municipality, with the exception of some minor technical problems, everything is going according to plan.
