The Association of Kosovo Municipalities considers that the damage that is being done to the municipalities from the implementation of collective contracts is in the millions and that they themselves are bearing the consequences. Therefore, AKK is asking to review the implementation of collective contracts. This is what the executive director of the Association of Kosovo Municipalities, Sazan Ibrahimi, told Ekonomia Online.
He says that most of these funds dedicated to capital investments go to this issue, therefore they consider it wrong. He asks that this burden be transferred to the central level.
"Another problem identified by the mayors of the municipalities is the implementation of collective contracts and the financial consequences that the municipalities are bearing. There are tens of millions of euros that are unfairly taken from the municipalities, because the collective contracts were not signed at the local level but were signed at the central level, and the mayors of the municipalities demand that the financial burden to cover the cost arising from the implementation of the collective contracts in education, but also even in health, it should be taken from the central level and not from the local level", says Ibrahimi.
He added that it is about tens of millions of euros in damages.
"We are dealing with tens of millions of euros, the absolute majority of these millions of euros do not go because they are given to the municipalities in the implementation of projects for capital investments where through capital investments the quality of life of the citizen improves as well as the environment for local economic development".
In addition to the damage caused by these collective contracts, the municipalities are also facing the Public Procurement Law. It says that the procedures are being delayed because the Board of the Procurement Review Body is delaying the procedures.
"Another problem is the public procurement law, the municipalities are facing many challenges in the implementation of the current public procurement law and they insistently request the amendment of this law because there are some cases when the tendering procedures for a certain project start but those procedures are so bureaucratic and in some cases even though the board of the public procurement review body PShP is operational, they are not in charge of their duties because many processes are being delayed because this board is not responding to the economic operators indirectly and Municipalities regarding the initiation of procedures for the implementation of capital investment projects. There are many other issues that have been raised as a concern by the mayors, but these are the three main priorities identified by the mayors of the Municipalities in the meetings of the Association. On the other hand, none of these three problems identified by the Mayors of the Municipalities has found support from the central level, and for this reason, the Mayors of the Municipalities in some cases are assessing that such meetings are necessary, necessary, but they are looking for a result, not that after several years of these concerns which have been raised in meetings with the central level, none of these concerns have been resolved. It has also been promised by the central level that every dilemma, every concern, every recommendation that comes from the heads of municipalities, the answer will be returned from the central level in writing, but so far this has not happened, so it is seen that the cooperation is lacking between the local level and at the central level in the drafting of policies that advance the life of the citizen as well as in terms of competences", said Ibrahimi.
The executive director of the Association of Municipalities of Kosovo, Sazan Ibrahimi, has also said that the possibility of signing agreements of understanding between the municipalities and the Cadastral Agency of Kosovo, for the transfer of competence which has been delegated from the central level, has also been discussed. at the local level.
"At the last meeting of the Council of Mayors, held a few days ago, it was also discussed regarding the possibility of signing agreements of understanding between the Municipalities and the Kosovo Cadastral Agency, for the transfer of competence which has been delegated from the central level to the local level, but taking into account the current law of the Kosovo Cadastral Agency, it states that this competence can be transferred from the local level to the central level, one year after the approval of the law on local government finances, that is, the mayors thought and recommended that all Municipalities not sign such agreements of understanding that the Municipalities voluntarily transfer this competence to the central level, namely to the Cadastral Agency of Kosovo", he said.
