The Constitutional Court has postponed the start of the procedures for the formation of the new Government for at least 25 days, extending the institutional blockade. Experts warn of serious economic, political and international consequences if the Government is not formed by October 31, in order to process next year's budget in the Assembly.

The Constitutional Court's interim measure has postponed the start of procedures for the formation of the new Government of Kosovo for at least 25 days.

And the lack of new institutions is estimated to have caused great economic and political damage to the country.

Naim Jakaj, a researcher at the Kosovo Law Institute, says that if the blockade continues and the Government is not formed by October 31 to process the 2026 budget in the Assembly, there will be significant financial consequences.

"The consequences will initially be financial, internal budgetary, in the meantime external ones that we may become part of the exclusion from receiving funds from the growth plan because we are not able to constitute an Assembly, consequently to approve those international agreements because even for the approval of those international agreements, a government is needed, the Assembly cannot enter into an obligation on its own because it cannot then execute those obligations that it undertakes to fulfill," said Jakaj.

And according to analyst Shkodran Ramadani, in addition to the economic and international consequences, the lack of compromise on the formation of new institutions for such a long time will also cause damage in the political aspect in Kosovo.

"The greatest damage will be political, because a new culture of policy-making will be created where compromise will be less and less present on the political scene and where everything, every dispute seems to be addressed or delegated to the Constitutional Court, which will be increasingly involved in political issues that political parties should resolve themselves," said Ramadani.

Ramadani says that the Constitutional Court will be used for delays even after the end of the temporary measure, as he says he does not see the will of the winning party - Vetëvendosje - to form the Government.

"This is a recipe for delays, a recipe for new blockades, a recipe for new impasses that will increasingly swallow up Kosovo's capacity to make progress," he said.

On September 30, the Court's interim measure, which was issued ex officio, but also based on the request filed with the Constitutional Court a week ago by the Serbian List, will expire.

In its request, the Serbian List requests that the Court order the Speaker of Parliament Dimal Basha to repeat the vote to elect the deputy chairmen from the communities and to do so in batches.
