1 year after the murder of the pregnant woman - the case without an epilogue

"The moment the failed institutional link will be verified, the responsible person will resign. I guarantee you that if we see failure in the institutional links, there will be resignations or dismissals".

The Minister of Justice made this promise a day after a pregnant woman was killed by her husband in the courtyard of the KKUK. Even a year after the event, the case has not received an epilogue, while the announced punitive measures were not taken, despite the well-founded suspicions of failure of the institutional links.

So far, four police officers, for whom the Police Inspectorate found violations and involvement in criminal offenses regarding the non-implementation of the order for the protection of pregnant women, were suspended from duty with pay.

The Inspectorate said that for three of them they submitted a criminal report to the Prosecutor's Office.

"The PIK, after the completion of the investigative actions, submitted a criminal report to the Prosecutor's Office against three police officers of the Police Station in Lipjan with the suspicion that they have committed the criminal offense: 'Misuse of position or official authority'".

And the Basic Prosecutor's Office did not offer answers on what stage the investigations are at and what actions were taken. Even the Police did not give an answer for the positions currently held by the suspended policemen, including the commander of the Police Station in Lipjan, a sergeant and two investigators.

"I inform you that after the completion of the criminal investigation by the Police Inspectorate, a disciplinary procedure has been developed in the Kosovo Police against the officials involved, a procedure which has not yet received the final epilogue in all links of the disciplinary system", said the Police.

In the civil society, they expressed the warning about the lack of a system that enables the implementation of the Law on electronic surveillance.

Gzim Shala, from the Kosovo Institute for Justice, said that this is how it was impossible to implement the protection order for the victim of 2022.

The Ministry of Justice did not respond to questions about the interaction with other justice and security institutions to bring justice to the case.
